FROM SUBSIDIES-BASED AGRICULTURE TO STRUCTURED AGRICULTURE

FARMER’S PRIDE INTERNATIONAL (FPI)

AGRICULTURE-BASED CLUSTERS (ABCs) INVESTMENT, EQUITY & RURAL TRANSFORMATION FRAMEWORK

A Botswana Economic Transformation Programme (BETP) Project

Farmer’s Pride International (FPI), through the Agriculture-Based Clusters (ABCs) framework, is leading a transformational shift in African agriculture — moving communities from subsidies-based agriculture to structured agriculture.

For many years, agriculture across Africa has largely depended on:

  • government subsidies,

  • seasonal handouts,

  • unstructured farming systems,

  • fragmented production,

  • weak market systems,

  • and unsupported smallholder operations.

While subsidies remain important in supporting farmers, they have often failed to create:

  • scalable agricultural businesses,

  • export-ready systems,

  • investment-ready farmers,

  • sustainable rural industries,

  • and long-term agricultural wealth.

The FPI Agriculture-Based Cluster (ABC) system introduces a new model built on:

  • structure,

  • discipline,

  • compliance,

  • commercialization,

  • bankability,

  • exports,

  • investment partnerships,

  • and long-term sustainability.

This system transforms farming from survival agriculture into:

  • commercial agriculture,

  • agro-industrial development,

  • structured production systems,

  • and wealth-generating agricultural enterprises.

The model integrates:

  • climate-smart agriculture,

  • regenerative agriculture,

  • sustainable land management,

  • agroecology,

  • renewable energy,

  • irrigation systems,

  • water harvesting,

  • value addition,

  • exports,

  • digital agriculture,

  • and rural industrialization.

The framework is aligned with:

  • Botswana Vision 2036,

  • the Sustainable Development Goals (SDGs),

  • climate resilience frameworks,

  • food security systems,

  • and African economic transformation agendas.

Women and young people remain central to this transformation agenda as FPI believes the future of African agriculture depends on:

  • youth participation,

  • women empowerment,

  • rural industrial inclusion,

  • and intergenerational agricultural systems.

SECTION 1

CLUSTER MEMBERSHIP QUALIFICATION REQUIREMENTS

To qualify for membership under an official FPI Agriculture-Based Cluster (ABC), every farmer must complete the following structured prerequisites.

These requirements are designed to ensure:

  • production readiness,

  • accountability,

  • export compliance,

  • investment security,

  • and operational discipline.

1. Training Completion

Every farmer must complete official Farmer’s Pride International training programs covering:

  • Moringa production systems,

  • Good Agricultural Practices (GAP),

  • nursery establishment,

  • irrigation systems,

  • climate-smart farming,

  • soil health management,

  • pest and disease control,

  • harvesting systems,

  • post-harvest handling,

  • processing and value addition,

  • export systems,

  • record keeping,

  • and farm business management.

Training ensures that farmers transition from subsistence agriculture into structured commercial production systems.

2. Membership Registration

The farmer must formally register as:

  • an FPI member,

  • and an Agriculture-Based Cluster (ABC) member.

Membership ensures:

  • access to systems,

  • market participation,

  • investment opportunities,

  • technical support,

  • and structured coordination.

3. Certified Seed Purchase Commitment

The farmer must purchase certified and approved seeds through the official FPI traceability and production system.

This ensures:

  • production uniformity,

  • quality assurance,

  • export compliance,

  • traceability,

  • and yield consistency.

4. Land Assessment

The proposed farm land must undergo technical assessment to evaluate:

  • soil suitability,

  • water availability,

  • irrigation feasibility,

  • climatic conditions,

  • accessibility,

  • infrastructure requirements,

  • and commercial production potential.

This assessment helps protect:

  • investors,

  • farmers,

  • and long-term project sustainability.

5. Succession Planning

Every farmer must submit a succession and continuity plan showing:

  • future management structures,

  • family participation,

  • continuity systems,

  • and emergency operational arrangements.

Agriculture must become a generational business capable of surviving leadership transitions and unforeseen challenges.

6. Export Application Participation

The farmer must apply for participation in:

  • export systems,

  • off-take systems,

  • and structured buyer programs coordinated through FPI and its strategic partners.

The objective is to ensure:

  • guaranteed market pathways,

  • production planning,

  • and export readiness.

7. Offtake Agreement Participation

The farmer must commit to structured off-take arrangements linked to:

  • buyers,

  • processors,

  • exporters,

  • retailers,

  • and value-addition systems.

This creates:

  • market stability,

  • production confidence,

  • predictable income,

  • and bankable agricultural operations.

SECTION 2

INDIVIDUAL COMMERCIAL FARM INVESTMENT MODEL

(5–10 Hectares)

After successfully completing the Cluster qualification process, farmers may proceed into the Individual Commercial Farm Investment Category.

This category is designed for farmers establishing:

PROFIT DISTRIBUTION MODEL

At every sale:

  • 50% goes to Farmer’s Pride International (FPI)

  • 50% goes to the farmer

This structure ensures:

  • investment recovery,

  • project sustainability,

  • expansion capacity,

  • and long-term farmer empowerment.

Under this category, the farmer may operate:

  • independently,

  • and outside Cluster arrangements.

SECTION 3

AGRICULTURE-BASED CLUSTER MODEL

(1–3 Hectares Per Farmer)

The second arrangement focuses on:

  • smallholder inclusion,

  • community participation,

  • and collective commercial production.

This model is designed for farmers operating:

  • 1 to 3 hectares each.

CLUSTER FORMATION REQUIREMENTS

Farmers must form Clusters consisting of:

  • 10 to 15 members.

The objective is to:

  • consolidate production,

  • reduce costs,

  • improve bargaining power,

  • and create economies of scale.

LAND ACQUISITION MODEL

The Cluster must secure land through:

  • lease agreements,

  • partnerships,

  • or production-sharing arrangements.

LANDOWNER BENEFIT MODEL

Under this system, landowners become direct beneficiaries of agricultural production.

For example:

If a Cluster invoices:

  • P1,000,000

the landowner receives:

  • 10% of revenue after operational costs.

This system ensures:

  • shared prosperity,

  • community participation,

  • rural inclusion,

  • and land utilization.

FPI believes agriculture must benefit:

  • farmers,

  • landowners,

  • workers,

  • communities,

  • investors,

  • women,

  • and young people.

CLUSTER LEGAL COMPLIANCE

The Cluster must:

1. Register as a Company

through:

  • CIPA Botswana.

2. Complete Tax Compliance

including:

  • TIN registration,

  • BURS compliance,

  • and governance systems.

FPI CLUSTER INVESTMENT PARTICIPATION

Under this structure, FPI enters the Cluster as:

  • strategic investor,

  • technical partner,

  • systems developer,

  • market facilitator,

  • and production coordinator.

INITIAL EQUITY STRUCTURE

FPI initially receives:

  • 50% equity participation

in return for:

  • infrastructure,

  • systems,

  • equipment,

  • technical support,

  • financing,

  • and market development.

SHARE TRANSITION STRUCTURE

YEARS 1–3

FPI retains:

  • 50% equity

while:

  • investments are recovered,

  • infrastructure is stabilized,

  • and production systems mature.

END OF YEAR 3

FPI offloads:

  • 25% shares
    back to the Agriculture-Based Cluster.

FPI then remains with:

  • 25% equity
    for an additional 2 years.

YEARS 4–5

During this phase:

  • the Cluster strengthens governance,

  • improves profitability,

  • stabilizes production,

  • and prepares for long-term independence.

FPI continues assessing:

  • sustainability,

  • governance,

  • export readiness,

  • and operational strength.

YEAR 5 OPTIONS

At the end of Year 5:

OPTION 1

FPI exits fully from the project.

OPTION 2

The Cluster requests recapitalization and expansion support.

FPI remains open to both arrangements depending on:

  • performance,

  • opportunities,

  • and strategic growth needs.

CLUSTER SALES & REVENUE STRUCTURE

When Moringa and other products are sold:

  • 50% returns to FPI

  • 50% returns to farmers

REINVESTMENT MODEL

Farmer proceeds are strategically reinvested into:

  • member farms,

  • infrastructure,

  • irrigation,

  • processing,

  • equipment,

  • expansion,

  • and production scaling.

COST RECOVERY SYSTEM

Before profit distribution:

  • audited operational costs,

  • infrastructure costs,

  • and financed investments
    must first be reimbursed.

This protects:

  • investors,

  • farmers,

  • and project sustainability.

MEMBER BENEFIT SYSTEM

At every sale:

  • each ABC member receives agreed proportional benefits based on participation structures.

Additionally:

20% of proceeds

must continuously be reinvested back into:

  • the Cluster,

  • infrastructure,

  • processing,

  • sustainability,

  • and expansion systems.

This continues throughout the 5-year development phase.

LONG-TERM STRATEGIC VISION

The FPI Agriculture-Based Cluster model is designed to create:

  • structured agriculture systems,

  • export-ready production zones,

  • agro-industrial rural economies,

  • climate-smart communities,

  • investment-ready farmers,

  • bankable agricultural enterprises,

  • and generational agricultural wealth.

This is more than farming.

This is:

  • economic transformation,

  • rural industrialization,

  • climate resilience,

  • and African agricultural modernization.
