Why Africa must stop treating potato as only a crop and start building the commercial system around it

Farmer’s Pride International believes that sustainable commercial agriculture begins when farmers are connected to a structured production, processing and market system.

A farmer should not be expected to carry the entire burden of commercial agriculture alone.

The farmer needs access to quality planting material, agronomy, mechanisation, finance, irrigation, aggregation, storage, processing, quality assurance, traceability and markets.

This is the philosophy behind the Agriculture-Based Cluster model promoted by Farmer’s Pride International.


1. THE PROBLEM IS BIGGER THAN SEED DISTRIBUTION

One of the mistakes frequently made in agricultural development is to assume that providing farmers with seed and inputs is enough to create a sustainable industry.

It is not.

FAO has identified several recurring constraints affecting potato value chains in developing economies, including poor access to quality planting material, weak production practices, inadequate storage and processing infrastructure and difficulties accessing reliable markets.

This is why FPI believes agricultural interventions must go further than simply distributing seed.

If the farmer produces successfully but there is no grading facility, no suitable storage, no processing plant and no organised market, then the production programme remains incomplete.

The entire commercial pathway must be designed.


2. 🇷🇼 RWANDA: THE POTATO INDUSTRY STARTS WITH THE SEED SYSTEM

Rwanda provides a useful African example of how potato commercialisation can begin with a structured seed system.

The Rwanda Agriculture and Animal Resources Development Board has documented a formal potato-seed multiplication pathway beginning with:

Laboratory-produced in-vitro plantlets

Screenhouse mini-tubers

Pre-basic seed

Further field multiplication

Commercial potato production

This is extremely important.

Potato is vegetatively propagated. This means poor-quality planting material can carry diseases from one generation to another and progressively weaken the productivity of the production system.

For FPI, the lesson is clear:

Cluster commercialisation must begin with controlled planting material.

A serious potato Agriculture-Based Cluster should therefore connect farmers to:

  • recognised seed sources;
  • clean planting-material multiplication;
  • seed inspection;
  • varietal identification;
  • disease surveillance;

  • traceability records.

The seed system should be considered infrastructure, not simply an input.


3. 🧪 QUALITY MUST BE DESIGNED BEFORE PLANTING

Another important lesson from Rwanda concerns variety selection.

Not every potato should be treated as though it has the same commercial purpose.

A variety intended mainly for boiling may have different characteristics from one intended for:

French fries, crisps, starch, processing or specialised retail markets.

Rwanda’s official plant-variety documentation, for example, lists Ndamira/Shangi with an indicated yield potential of approximately 35 tonnes per hectare, around 24% dry matter, and suitability for boiling, crisps and French fries.

This demonstrates an important commercial principle:

THE PROCESSOR SHOULD BE INVOLVED BEFORE SEED SELECTION — NOT AFTER HARVEST.

If a processor wants potatoes for French fries, the commercial specifications may include:

  • tuber length and shape;
  • dry-matter percentage;
  • reducing sugars;
  • frying colour;
  • uniformity;
  • storage behaviour;
  • disease tolerance;
  • maturity period.

If the farmer plants the wrong variety, excellent agronomy cannot automatically convert that crop into the required industrial raw material.

4. 🌱 COMMERCIAL FARM MANAGEMENT MUST BE STANDARDISED

Once planting material and variety are determined, production must be managed according to a defined protocol.

A properly structured potato cluster should monitor:

  • soil testing;
  • land preparation;
  • seed quality;
  • planting density;
  • irrigation;
  • fertilisation;
  • crop rotation;
  • weed control;
  • pest surveillance;
  • disease management;
  • late-blight risk;
  • harvest maturity;
  • field records;
  • spray records;
  • traceability.

5. ⚠️ POTATO DISEASE MANAGEMENT IS AN ECONOMIC ISSUE

Late blight remains one of the most important potato diseases globally.

The International Potato Center has estimated that late blight can cause annual global potato losses of approximately 15–30%, valued at around US$6.7 billion in the programme analysis cited.

This demonstrates why cluster organisation is important.

Instead of individual farmers independently responding to disease outbreaks, a cluster can provide shared:

Agronomists
→ Weather monitoring
→ Crop scouts
→ Disease diagnostics
→ Spray programmes
→ Training
→ Laboratory support

Disease management therefore becomes a shared commercial service.


6. 🚜 SHARED MECHANISATION CAN CHANGE FARM ECONOMICS

Modern potato production can be capital-intensive.

Farmers may require access to:

  • tractors;
  • planters;
  • ridgers;
  • sprayers;
  • harvesters;
  • trailers;
  • grading equipment.

It may not be commercially sensible for every small or medium farmer to purchase every machine independently.

This is where the Agriculture-Based Cluster model becomes particularly useful.

One cluster can create a:

SHARED MECHANISATION CENTRE

serving multiple producers.

For example:

100 farmers

could potentially share appropriately sized machinery fleets, technical operators, maintenance infrastructure and scheduling systems.

This can lower capital pressure on individual farmers while increasing equipment utilisation.

The exact machinery fleet must be designed according to hectares, planting windows, soil conditions and harvest schedules.


7. 🏭 POST-HARVEST INFRASTRUCTURE IS PART OF PRODUCTION

The commercial journey does not end when the potatoes leave the soil.

Harvesting actually begins another technically sensitive stage.

Potatoes can suffer:

  • cuts
  • bruising
  • sun damage
  • greening
  • moisture loss
  • disease infection
  • storage losses

if handled poorly.

FAO recommends curing potatoes intended for longer storage under controlled conditions in order to promote wound healing.

Indicative guidance includes approximately:

15–20°C temperature

90–95% relative humidity

5–10 days

depending upon the system and product.

This means storage cannot simply be an ordinary room where potatoes are stacked after harvest.

The value chain needs appropriate facilities.


8. AN AGRICULTURE-BASED CLUSTER SHOULD INCLUDE POST-HARVEST INFRASTRUCTURE

Washing facilities

Where soil and external contamination can be managed appropriately.

Separating potatoes according to size, quality and intended market.

For products requiring appropriate ambient storage systems.

Controlled or cold storage

Where technically and commercially justified.

Processing facilities

Where potatoes can move beyond the raw commodity market.

Potatoes should not be viewed only as fresh vegetables.

Irrigation

Pumping, pivots, sprinklers and water-management systems.

Commercial farms and organised producer clusters.

Storage

Ventilated and controlled-storage facilities.

Packhouses

Washing, sorting, grading and packaging.

Processing

Fries, crisps, flakes, flour and starch.

Packaging

11. 🇪🇬 EGYPT: EXPORT SUCCESS IS BUILT ON SYSTEMS

Egypt provides another important African lesson.

On 28 August 2026, Egypt officially reported approximately 929,000 tonnes of fresh potato exports since the beginning of the year.

13. 🇧🇼 BOTSWANA: AN IMPORTANT OPPORTUNITY IS EMERGING

Botswana has selected potato as a priority crop under the One Country One Priority Product initiative.

Government has highlighted the crop’s potential contribution to:

import substitution
agro-industrial development

This is fundamentally different from asking every farmer to independently solve every problem.

The cluster transforms fragmented producers into a coordinated commercial production system.


16. EMPLOYMENT DOES NOT END ON THE FARM

A potato cluster can create employment across:

  • Farming

This is why we should stop measuring agricultural employment only by counting farmers.

The wider value chain matters.


17. THE ROLE OF WOMEN AND YOUTH

Women and young people should not only be included as seasonal labour.

  • retail distribution.

The objective should be to build entrepreneurs throughout the value chain, not simply provide jobs.


18. FINANCE SHOULD FOLLOW THE VALUE CHAIN

Agricultural finance should also change.

Instead of financing:

alone, financiers should evaluate:

Seed → production → storage → processing → market → cash flow

A potato cluster becomes more bankable when production is connected to:

  • defined buyers
  • processing capacity
  • storage
  • traceability
  • crop insurance
  • working-capital systems

This reduces the risk of financing production without a commercial exit.


19. THE BIG QUESTION

The question should therefore not be:

How many hectares of potato can Botswana plant?

It should be:

What complete potato economy can Botswana build?

Can we create:

  • Seed laboratories?
  • Certified seed businesses?
  • Mechanisation companies?
  • Cold stores?
  • French-fry factories?
  • Crisp manufacturers?
  • Starch plants?
  • Packaging businesses?
  • Regional export channels?

If the answer is yes, then potato becomes much more than a food-security crop.

It becomes an industrial-development platform.


CONCLUSION
